Can you soul charge blue eyes spirit dragon with other monsters or does spirit dragon effect prevents this?

The effect of "Blue-Eyes Spirit Dragon (http://yugioh.wikia.com/wiki/Blue-Eyes_Spirit_Dragon)" that prevents 2 or more monsters to be Special Summoned at the same time is a Continuous Effect. It only applies if "Blue-Eyes Spirit Dragon" is face-up on the field.

That means that blue eyes would not prevent the other monsters since it's technically not face up on the field

Exactly. You can Special Summon multiple monsters with "Soul Charge" including "Blue-Eyes Spirit Dragon".
If a "Blue-Eyes Spirit Dragon" is already face-up on the field, then you can only Special Summon 1 monster.
