    Yes, but printed names count in deckbuilding. If you enter your decklist into a tournament you don't say "Harp Lady" if it's actually "Cyber Harpy". The point of the banlist is to get rid of certain cards, I'm pretty sure that Konami would rule a card whose names is treated as a banned card to be legal.

    I think Konami could rule that either way, and if they wanted to get around it they could just get around it. We've never had a card with a name condition (or the card it is treated as) even get Semi-Limited, so there's no precedent as to what what happen (which maybe is why they avoided making an NEX variant of Grand Mole). If Konami can make "Warrior of Atlantis" search "A Legendary Ocean", they can make Forbidden/Limited ignore name conditions.

    Once per turn, if a "Raidraptor" or "Cipher" monster inflicts battle damage to your opponent: you can target 1 monster on the field; banish it, if it was a fusion monster cards with that name and their effects cannot be used for the rest of the duel. If you control a "Raidraptor" and/or "Cipher" XYZ monster: you can banish this card from your graveyard; look through your opponent's extra deck and banish 1 fusion monster from it, then your opponent takes damage equal to that monster's attack or defense(whichever is lower) if you fail to find a fusion monster, you lose 1500LP.

    Suddenly, Crystal Wing Synchro Dragon, Flower Cardian Lightflare and Shooting Quasar Dragon becomes way too easy to Summon. For Quasar and Gokou, I guess you can use cards that manipulate Levels like Risebell, Star Changer, etc. on your Synchros. If making Quasar or Gokou easier to Summon is unintentional, you can make an additional restriction that the Synchro Monster you're attempting to Summon must be the same as the original Level of the Synchro monster that you returned.

    Even then, I think it would still be too broken, as you can use Vermillion Dragon Mech effect, then turn it into Trishula, getting rid of 4 of your opponents cards. Or into Mist Wurm for the same result but returning 3 cards to the hand instead of banishing them. It would be too good to simply change into another synchro, even better that it is a Quick-Play, so you could activate those effects during your Battle Phase or your opponents turn.

    And the monsters melcarba mentioned, still too accessible, because summoning a level 8 synchro like Omega is way easier then summoning Crystal Wing.

    Would love to have it, but it is way too broken. Maybe give it more restrictions, like restricting to monsters with the same attribute or negating the summoned monster effect until the End Phase of the current turn, so it would not be too ease to break.
