    I think it's a decent idea. I'm kind of miffed by the both of them not being able to reset themselves at once this way but it is fair enough.

    They're kinda odd, between neglecting Pendulums, and requiring pendulums to be even abused there's only so much you can do with them. I find their design has some sustantial contradictions in its design it must overcome before it can even merit viability discussion.

    So... Do I take out the part of "Destroy as many cards in your Pendulum Zones as possible" and replace it with something like "Add this card to your hand, but cannot be Normal or Special Summoned" or just leave "Place this card in your Pendulum Zone"? Or maybe give the cards a one time destruction protection as scales?

    I'd go more towards finding a way to make it support non-Pendulum decks as is, what I find troublesome is that they needs to destroy other scales to scale themselves up, that imples you invest in Pendulums nonsparingly, the scale regenerating concept is cool, but you need to find a balance between making them Pendulums for non-Pendulums and Powerful recursive scales.
