Answered: Phantom King Hydride Vs. Effect Negation (and a question about Unclassified effects)

    [The card in question]

Currently, this card's text is listed as an unclassified effect. If it was negated by, say, Breakthrough Skill or Skill Drain, would I still be able to successfully use it in a Synchro Summon as a non-tuner? Why or why not?

Furthermore, is there any way to word an effect similar to this, so that the effect would be a Condition?

    Thank you for your time.

  2. "It's similar to "Tuningware". So if the effect is negated, it can't be treated as a non-Tuner, just like if you Summon "Tuningware" from the Graveyard with "Junk Synchron", you can't treat it as a Level 2.

It's Unclassified because it's "not an Ignition, Trigger, Quick or Continuous Effect. (Applying this effect does not start a Chain Link.)". The wikia points this as the source.

Also from Unclassified Effect: "Unlike conditions, they are card effects, so they can potentially be negated."

    ----

In the OCG, to be a condition, it would have to be written before ①. But since this card as never been reprinted since those were applied, you can't check it. "Tuningware" does have it after the ①, just like this card would."
