Yeah, the only way of making a total board wipe is with Junk Collector and that tech is not worth the resources used to summon it in most situations.
IRL Decks: Pure Artifact, Lyrilusc (work in progress) and futurely Time Thief
Online: Trap Monster, Trickstar, Eyes Restrict
Pre-Link Format: DDD, Heraldic Beast, Chronomaly

I could see this being nasty for a few weeks, then everyone becoming so aware of how it works that they'll just refuse to make big plays while their opponent has nothing out, which could then evolve into purposefully setting it and like one or two other cards that can be removed quickly to use it, which could then evolve into people blindly MST-ing backrow to prevent it from ever going off. Or it could just not be used at all because it's "too situational". Or it'll be a disgusting meta card in the right deck for a long time coming. Hard to say.

Also, the best deck to actually run this in for a valid reason has got to be PSY-Frames. Your field is usually pretty empty and you can banish your Synchros on a moment's notice to lower the amount of cards you control. The deck is literally just "have an empty field, wait to use hand traps".

This card is disgusting, I can see it getting limited in the future.

How do you activate cards? not effects, cards.

You place them on the field.

    Fascinating, isn't it?

It would have to be something like, "You can discard this card from your hand to activate this card's effect." Or something like that. Otherwise, activating the card involves placing it on the field.

Do you have to activate it at the end of the battle phase?

    From the current wording, yes.

Originator of the Tulpa Summon, and the homebrewed cards you use with it.
