The card was a prototype. It's effects were never finished being designed. If Yugi and Leon played like real life this would be marked as a known illegal card and would not be playable anyway. At best, it would attain a status like the UDE version of Seal of Orichalcos.

It was still a prototype when they dueled anyway so it wouldnt matter what status the card officially had and that is not my point. The point is that it is not broken outside of using it with a duel disk so there is nothing wrong with it being printed with its original effect. Plus those effects were added to only counter Yugi's current plays those were not the intended effects of the card even if it was a finished card.

A waste of space that could have gone to another actually playable card- and one that wouldn't have lost all point to it if it's effect was modified for the real game.
That has never been a habitual precident for not releasing an Anime card. Its iconography alone would make it worth the release, even with a modified effect that homaged the original as opposed to a direct translation the real card game.

Card of Last Will was a one of a kind, unique experiment to see whether doing such a thing (making it Worlds Prize Card illegal) that clearly didn't go over well and was never done again. Even with a vastly different effect, the card would be legal for Advanced play. Even if Stromberg had a transliterated effect, or a bunch of restrictions tied to its Anime effect to make it more balanced, it wouldn't be anything like Card of Last Will.

Seal had some interesting effects that were modified and rationalized downward for the game. But the effects weren't hamfistedly broken specifically to be broken. You can't rationalize something that's sole existence was to be irrational and then say it hasn't lost it's point. Stromberg's not a card that has some supernatural mystical extra purpose beyond it's game effects. It was written by an asshole to be a dick move. And it was tied to trigger the asshole's corporate vengeance. That's it.
That's not a reason for it not to see print, or for people to not want to see it printed one day.
